PROLOGIUM AND RTE ANNOUNCE THE LAUNCH OF PRELIMINARY PUBLIC CONCERTATION UNDER THE AEGIS OF CNDP

Dunkerque, September 12th, 2023 –The solid-state battery gigafactory project in Dunkirk will undergo a prior consultation with the public, overseen by two representatives appointed by the National Commission for Public Debate (CNDP). This consultation will take place from Friday, September 22nd to Monday, November 13th, 2023, inclusive. With this regulatory consultation, ProLogium and RTE aim to have an open dialogue with the local community, enabling discussion on the project at the earliest stage possible and involving all segments of the public.

In addition to access to informative and explanatory documents about the project, its significance, and the consultation process itself, the public will have the opportunity to meet and interact with the project developers during each designated consultation event (see the attached Appendix). At each of these key moments, the public will have the opportunity to express their views on the project and its associated issues, ask questions, and provide input. Concurrently, the dedicated consultation platform for the project will remain open throughout the consultation period, allowing everyone to share their opinions at any time.

The preliminary public consultation is intended to facilitate discussion on the following topics:

  • The necessity, objectives, and characteristics of the project.
  • Socio-economic implications associated with it.
  • Environmental impacts and regional planning.
  • Alternative solutions, including the non-implementation of the project.
  • Methods of informing and involving the public following the preliminary consultation.

The facilitators of the consultation – present at each stage

This process will be conducted under the supervision of two facilitators appointed by the CNDP, with the mission of ensuring the integrity and smooth progress of the consultation in line with the principles and values of the CNDP. They were involved in the preparation of the consultation’s procedures and the development of the consultation dossier, which were approved by the Commission.

The facilitators will be present at all the interactive events organized as part of the consultation and, within one month following the procedure’s conclusion, will produce a report including a presentation of the consultation’s progress and a summary of the questions, comments, and suggestions made by the public. The facilitators will provide an independent assessment of how the project developers have taken their recommendations into account.
